About the TISPOL Executive

The TISPOL Executive Committee is responsible for implementing the decisions of the Council. It comprises of the president, general secretary, finance director and other selected members.

Colonel Paolo Cestra

Italian Traffic Police

TISPOL President from October 2016

Paolo Cestra graduated in Law, Science of Public Administration and International Relations. He is Colonel of the Italian State Police, and Head of the Provincial Traffic Police’s Section of l’Aquila.

From May 2001 to March 2002 he was Deputy Commander of the Italian State Police Contingent within the UNMIK mission in Kosovo. He holds a Master Degree in Peacekeeping and Security Studies and performed successfully, among others, the Senior Police Officers Planning and Command Course  for Crisis Management Missions / Operations at the European Academy of Police and the Peacekeeping Mission Commander Course the United Nations Institute for Training and Research - POCI.

He is an expert in Traffic and Road Policy, International Law of Armed Conflict and Peace Support Missions. He  has attended at the CASD the Ministry of Defence the 7th Course for Legal Advisor  to the Armed Forces and the 29th Civilian and Military Cooperation Course. From 2014 to 2015 he was in service at the Department of Public Security of the Ministry of Interior as Acting Head of the Investigative Division of the National Traffic Service.

Paolo is a member of TISPOL Executive Committee and President of the TISPOL Working Group on “High Risk Drivers”, he was President of CARPOL Subgroup within the LEWP of the Council of the European Union in Brussels during the period July to December 2014.

He is the Italian Representative to the LANDSEC Committee within the DGMove at the European Commission in Bruxelles and also Member of the Experts Committee on Road Transport-Social Rules.

Chief Superintendent Aidan Reid

An Garda Síochána, Ireland

Chief Superintendent Reid is curretly responsible for the Garda National Roads Policing Bureau and roads policing in the Dublin Metropolitan Region (DMR).

He graduated with an MSc (Hons) in Police Leadership from University College Dublin (U.C.D) in 2010.  He holds an Advanced Diploma in Executive Leadership, having completed modules in the Smurfit Business School, U.C.D and the John F. Kennedy School of Governance, Harvard, Cambridge, U.S.A.

He completed his primary Degree in Police Management (B.A. Hons) at the Garda Síochána College in 2002.  He completed certificates in Public Relations, Conflict Resolution and a Diploma course in Criminology Studies.

Aidan has completed 37 years service in An Garda Síochána with a broad range of Policing experiences in Crime Investigation, Operations Support and Headquarters Branches.

He has served overseas in the European Union Observer mission to South Africa (1992 -93) and completed an exchange Program at the John Jay College for Criminal Justice, New York.

 

 

Ruth Purdie, TISPOL General Secretary

Ruth Purdie

Ruth became the General Secretary of TISPOL- the European Road Police Network, in September 2015.

Prior to this she served with the Cheshire Constabulary, United Kingdom, as an Assistant Chief Constable held the portfolio for Serious Crime, Specialist operations  & Investigations.

In this role Ruth had responsibility for Serious & Organised Crime, Major Incidents, Public Protection and Safeguarding, Roads Policing, Forensic Science and Policing Operations directorate.

Regionally, Ruth held the Forensic Science and Roads Policing portfolio for the North West of England, which included over 30% of the UK motorway network.

Before her promotion to Cheshire, Ruth served as a Chief Superintendent in North Wales Police in the role of BCU Commander for Eastern Division covering the counties of Wrexham and Flintshire.

Throughout her 33year policing career Ruth has embraced opportunities to develop policing in other countries and has worked in New Zealand, USA, Canada and Malta assisting colleagues in the development of policing approaches. This has included roads policing, crime investigation and multi agency approaches to serious sex offenders, IT strategies and Communication.

Ruth is passionate about Road Safety and Chaired the North West Motorway Patrol Group  were she worked  with road policing colleagues and agency partners from the North of England to ensure a co-ordinated approach to the safety and security of all road users.

As General Secretary of TISPOL Ruth works with dedicated colleagues through out Europe to deliver a safer European Road Network.

A graduate of Manchester University, Ruth currently works with Greater Manchester Police as a member of their Ethics Committee and is a regular contributor to both Liverpool John Moore University and Liverpool Hope University Criminal Justice Undergraduate and Master degree programme. Ruth is also an Associate Assessor for the College of Policing within the UK.

Leandro Fuentes Martín

Occupation:

From 2014 up to date:

Operations Department in the Traffic Police Force Headquarters in Madrid: Leading operations of the traffic Units, collaborating in the development and implementation of all the policies and strategies in traffic and in all the procedures and the normative concerning the Traffic Division.

Leading the participation of the spanish Traffic Police Force in the international coordination in traffic operations and campaigns.

Previous Work Experience:

- Police County Commander (1 year),

- Security Service of the Royal Household of Spain (Close Protection) - (9 years)

Patricia Holdsworth

Pat Holdsworth joined TISPOL in 2000 and holds the position of Finance Director.

Pat has extensive experience in the banking and finance sector having been a senior manager for Lloyds Bank for 40 years.

Pat's involvement with policing stems from her work as a valued member of the Metropolitan Police Special Constabulary.  Pat served for 43 years in the Service, retiring in the rank of Assistant Chief Officer in 2013.

Her distinguished career was recognised with the award of an MBE from Her Majesty The Queen in 2012.
